Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have educational qualifications such as a Secondary (high) school graduation certificate or Intermediate or a Bachelor’s or Master’s degree or equivalent experience
Experience: Candidates should have considerable experience in collections, database management, investigation and account settlement
Physical Requirements:

Other Requirements:
- The candidates should have considerable experience working on and communicating payment terms and generating collection letters and have considerable experience working in a high volume call/contact center environment
- The candidates should possess considerable experience with Microsoft Office applications (Word, Excel, Access, PowerPoint) and demonstrate considerable customer service experience dealing with the public, by phone and mail
- The candidates should have excellent communication and interpersonal skills, with the ability to correspond and interact with staff in other Court locations, Collection Agencies, Councillors, and representatives from external agencies and organizations in a clear, efficient, diplomatic, discrete, and professional manner
- The candidates should possess good organizational skills and should be familiar with government legislation in the area of occupational health and safety
- The candidates should have a legal background and familiarity with the Provincial Offences Act, Collection Agencies Act, and City policies and procedures to maximize collections
- The candidates should have acquired investigative and/or tracing techniques coupled with conflict resolution skills and demonstrate the ability to set up and accurately maintain manual and computerized filing systems
- The candidates should have experience working with Third Party Collection work and applying civil enforcement and have knowledge of filing Certificate of Defaults at Superior Court and Small Claims Court
- The candidates should have Bilingual and/or multilingual language skills
Responsibilities:
- The candidates should be able to make collection contact with defendants before accounts become delinquent and ensure defendant/customer information in the Court Services database is kept current
- The candidates should be able to perform varied functions related to the recovery of outstanding defaulted amounts and make outbound calls and collection contacts with customers to keep them within the City’s payment terms
- The candidates should be able to follow up on all accounts to communicate payment terms and expectations to defendants and discuss and establish effective payment arrangements and follow through on promises to pay
- The candidates should be able to provide information in response to inquiries/complaints made by clients as a result of Collection Activity and able to achieve, maintain, and/or exceed collection forecasts to minimize bad debt
- The candidates should be able to maintain a database on all outstanding customer issues with respect to debtor profile, civil enforcement, tax roll, and other collection activities
- The candidates should be able to handle and resolve difficult account management situations professionally, utilizing knowledge of relevant legislation, policies, and procedures such as the Provincial Offences Act, Collection Agencies Act, Collection and Debt Settlement Services Act, and City policies and procedures
- The candidates should be able to liaise with the internal Legal Team and make recommendations on enforcements, garnishee of wages, and seizure of assets
- The candidates should be able to utilize customer service skills to effectively respond to all inquiries and generate collection letters if necessary and ensure account settlement or resolution
- The candidates should be able to work with Support Assistant A on all severely delinquent accounts in preparation for Legal or Third Party intervention
- The candidates should be able to maintain a database on delinquent accounts and make recommendations to Support Assistant A on appropriate enforcement action
