Requirements:

Languages: Candidates must have knowledge of the English Language

Physical Requirements:

  • The candidate should have access to a personal vehicle for business use and ability to work any shift (morning, afternoon, night, weekend, holiday) and be willing to work overtime

Other Requirements:

  • The candidate should have considerable experience in planning, supervising, and directing the work of other staff, including leading, motivating, training, monitoring, and evaluating performance in a complex work environment and experience in a leadership role within a customer service function, working closely with staff, multiple stakeholders, and councillors
  • The candidate should have experience applying and interpreting related legislation and technical documents, including the Highway Traffic Act, traffic-related by-laws, and the Ontario Traffic Manual and be able to maintain a current valid Ontario Class “G” Driver’s License and have the ability to obtain the City’s driver’s permit to report to various work sites
  • The candidate should be able to oversee day-to-day personnel and labor relations issues and support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces and knowledge of legislation, codes, and by-laws including the Occupational Health and Safety Act and applicable regulations, Municipal By-Law Enforcement Act, Provincial Offences Act and Provincial Court operations, Collective Agreements and Human Rights Code
  • The candidate should have knowledge of SAP, TMMS, and RACS systems or other municipal maintenance management or budget systems
  • The candidate should exercise superior judgment and decision-making in planning, coordinating, and controlling day-to-day operations requiring traffic control and congestion management
  • The candidate should have advanced relationship-building skills as well as tact, diplomacy, and political acuity to provide high-level public services and work with colleagues, City staff, internal and external clients or stakeholders Toronto Police Services, Fire, Ambulance, TTC) to minimize public disruption
  • The candidate should have excellent skills in planning, coordinating, and organizing to deal with conflicting priorities and work demands, prepare, and implement procedures, policies, and business practices to increase operational efficiency and effectiveness
  • The candidate should have excellent written communication skills and the ability to use computer applications Microsoft Word, Excel, databases) to provide clear, timely, and detailed documentation, correspondence, and reports for City Council Committees
  • The candidate should have excellent oral communication skills and a commitment to delivering effective Toronto Public Services with the highest ethical and professional standards while modeling citizen-focused service and the public interest

Responsibilities:

  • The candidates should be able to supervise, motivate, and train assigned staff, ensuring effective teamwork, high standards of work quality, and organizational performance, while encouraging continuous learning and innovation
  • The candidates should be able to supervise the day-to-day operation of all assigned staff, including scheduling, assigning, and reviewing work; authorizing and coordinating vacation and overtime requests; monitoring and evaluating staff performance; approving salary increments; hearing grievances; and recommending disciplinary actions and lead staff by imparting a strong customer focus to service delivery, ensuring a responsive approach to meeting client needs and expectations
  • The candidates should be able to implement detailed plans and recommend policies or procedures regarding program-specific requirements and assist in the recruitment and training of new Traffic Agents (Special Constables)
  • The candidates should be able to assist the Program Manager in various projects, such as program development and RFPs and develop, coordinate, deliver, and evaluate a training plan, training material, and documentation for use by staff and analyze, develop, implement, monitor, and adjust business practices and systems in accordance with sound engineering or planning principles and the tenets of sound public administration and ensure equitable and safe use of the Right of Way and compliance with regulations
  • The candidates should be able to assist with the preparation of comprehensive correspondence and reports to City Council and Standing Committees on policies, procedures, and complex issues related to congestion management and the public Right of Way
  • The candidates should be able to negotiate, mediate, and facilitate resolution to issues related to traffic management, traffic control, and congestion management raised by councillors and individuals and advance the City’s interests with respect to congestion management, optimizing return and developing long-term sustainable relationships given the prevailing economic, social, and cultural imperatives
  • The candidates should be able to ensure municipal interests and public safety are achieved through the administration and regulation of congestion management activities within public Rights of Way and coordinate with Police, Fire, Ambulance, T.T.C., and other agencies to minimize inconvenience to the public arising from disruptions caused by events such as construction and street events
  • The candidates should be able to represent Transportation Services at Community Council meetings, public meetings, court, and tribunal and respond to emergencies and initiate immediate action to remedy emergency conditions, such as falling glass from buildings, fallen scaffolding on roadways, and flying debris
  • The candidates should be able to assist the Program Manager with developing and implementing investigation plans, including background research and tracking statistics, and provide a summary-in-brief with the outcome and recommendations and represent Transportation Services at various meetings with the public, elected officials, other divisions, and other government officials
  • The candidates should be able to support tasks in ordering and delivering the appropriate uniform and equipment for Traffic Agents, ensuring proper wear of uniforms, personal protective equipment (PPE), and other required equipment and administer the assigned budget, ensuring expenditures are controlled and maintained within approved budget limitations and ensure fleet vehicles are regularly maintained and that fleet vehicle policies and procedures are followed by City staff and coordinate with other internal and external agencies to implement innovative traffic management strategies
