Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completed a minimum of 13 accounting courses recognized by Chartered Professional Accountant (CPA)
Experience: Candidates should have at least 4.5 years of progressive financial accounting experience
Physical Requirements:
- The candidates should have the ability to work independently and build strong relationships with internal and external customers
Other Requirements:
- The candidates should have an intermediate level of proficiency in Microsoft Excel and ability to interpret legislation and apply it to various documents, reports, and procedures
- The candidates should have experience in accounting for large operating and capital budgets and capital financing
- The candidates should have previous experience with PeopleSoft Financials and Supply Chain Management (FSCM), Hyperion Budget System, and Human Capital Management (HCM)
- The candidates should demonstrate change management skills, creative analytical, and problem-solving abilities and possess excellent communication and interpersonal skills
Responsibilities:
- The candidates should be able to interpret and apply the City’s financial policies, procedures, and Public Sector Accounting Standards
- The candidates should be able to liaise with Treasury and Business Units for debenture issuance and principal and interest payments
- The candidates should be able to provide strategic advice to Service/Business Units on debt matters
- The candidates should be able to monitor outstanding debts and prepare debt-related month-end entries
- The candidates should be able to prepare the Long-Term Capital Debt report (Blue Book) and prepare monthly management reports and provide variance analysis
- The candidates should be able to create financial statements and supporting schedules during periodics and year-end
- The candidates should be able to assist with financial statement notes related to long-term debt
