Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of a University Degree in Computer Science
Experience: Candidates should have a minimum of one year of experience actively developing application systems using client or server and web-based technologies
Physical Requirements:
- The candidates should have the ability to lift and carry equipment up to approximately 25 kilograms in weight and ability to investigate, analyze, evaluate, and resolve software, LAN/WAN, server, and PC-related problems
- The candidates should have the ability to multi-task and achieve project deadlines and goals by working effectively in a team environment and independently with minimal supervision
Other Requirements:
- The candidates should have or an equivalent combination of training and experience and experience in the configuration and operation of PC hardware and software, including the installation of hardware and software
- The candidates should have thorough knowledge, with at least one (1) year of experience, using relational databases and the ability to write complex SQL statements
- The candidates should have thorough knowledge and experience using and supporting databases such as SQL Server and Oracle
- The candidates should have thorough knowledge and experience administering Amanda Enterprise Application and Amanda Inspection App
- The candidates should have working knowledge of web services and systems integration and knowledge of ITIL processes or functions including change management, problem oe incident management, help desk, Service Level Agreements, and system feasibility analysis
- The candidates should have knowledge of GIS applications and ability to write programs in languages such as PL/SQL, Java, JSP, Visual Basic, .NET, AngularJS, ASP, and HTML
- The candidates should have strong verbal communication skills and strong written communication skills
- The candidates should have interpersonal skills and the ability to maintain effective working relationships with all levels of personnel within the civic service, as well as outside contacts and the general public
Responsibilities:
- The candidates should be able to respond to requests for support of existing systems by recording problem information, identifying possible solutions, coordinating or conducting the implementation of approved solutions, and documenting successful resolutions and search the problem management system for potential solutions and liaise with consultants or system vendors on system issues
- The candidates should be able to translate functional design specifications of approved projects into operational systems according to the department’s Business System Development Life Cycle
- The candidates should be able to develop reports in support of business operations using the department’s standard reporting tools
- The candidates should be able to assist in developing and implementing data conversion and system interface programs and design input or output layouts, file structures, access methods, and information flows in preparation for coding
- The candidates should be able to code logic specifications into modules, programs, prototypes, and application systems using the development tools standard to the department
- The candidates should be able to participate in the preparation of functional design specifications with clients to determine their information and processing requirements, data flow, manpower implications, and potential impacts on existing systems
- The candidates should be able to assist in training personnel in the operation and ongoing maintenance of existing applications, systems, and mobile devices and provide relief to other divisional staff
- The candidates should be able to perform proactive maintenance on all existing systems to ensure reliability, accessibility, and to reduce requests for support and prepare documentation as identified in the department’s Business System Development Life Cycles
- The candidates should be able to prepare calendar time, manpower time, system utilization, and cost or benefit estimates for all aspects of application development for client and management approval
- The candidates should be able to maintain a high level of knowledge on all existing systems, procedures, and projects, including operational applications, operating systems and procedures, development projects, network configurations, and system integration
