Requirements:
Languages: Candidates must have knowledge of the English Language
Education: Candidates should have completion of Degree in Urban Planning, Architecture and Engineering
Experience: Candidates should have Seven to nine years progressively responsible experience in Urban Planning and development, including supervisory responsibilities
Physical Requirements:
- The candidates should be able to manage assigned staff, including hiring, training and performance management and organize and direct staff primarily engaged in section objectives
Other Requirements:
- The candidates should possess strong leadership and management skills and have expertise in stakeholder engagement
- The candidates should have a strong knowledge of complex development applications
- The candidates should demonstrate knowledge of major neighborhood development projects and servicing and utility projects
- The candidates should possess an appropriate professional designation, with preference given to Registered Professional Planner (RPP) and Member of the Canadian Institute of Planners (MCIP) professional designations. They must also be eligible to attain provincial membership upon hire
- The candidates should demonstrate the ability to establish and maintain effective working relationships with the public, the development industry, professionals in various fields, First Nations and Indigenous organizations and government officials
- The candidates should demonstrate the ability to resolve complex issues in a multi-disciplinary environment, including conflict management, managing extensive work programs and delivering results on schedule within budgetary constraints
- The candidates should have thorough knowledge of the principles, practices and objectives of Urban Planning
- The candidates should possess thorough knowledge of applicable bylaws, policies and Provincial Legislation and Regulations pertaining to Urban Planning
- The candidates should have thorough knowledge of corporate accounting, budgeting, procurement and financial procedures
Responsibilities:
- The candidates should be able to actively engage, negotiate, and resolve complex planning and development issues involving various internal departments, external agencies and stakeholders
- The candidates should be able to maintaining liaison with the building and development industry, First Nations and Indigenous organizations, government agencies, property owners, consultants, and community and business associations regarding planning and development matters
- The candidates should be able to ensure a customer service culture by displaying and promoting leadership, accountability and recognition and deliver customer focused programs and services, including identifying and implementing and significant cross-functional process improvements
- The candidates should be able to conduct and coordinate the preparation of special studies and research relating to planning and development issues, municipal bylaws, legislation and policy
- The candidates should be able to oversee the management of consultant contracts and corporate projects, including the preparation of tenders and/or requests for proposals, reviewing proposals for consultant selections and administering consultant agreements
- The candidates should be able to manage the activities of a section and ensure its alignment with City of Saskatoon goals, guiding principles and management commitments collaborate with the Department Director in the preparation of capital and operating budgets related to the Section
- The candidates should be able to prepare and present complex reports and recommendations to City Council, the Standing Policy Committee on Planning, Development and Community Services, the Municipal Planning Commission and other committees
- The candidates should be able to ensure that public, rights-holder, and stakeholder consultation and communication related to mandated areas are conducted in accordance with the City of Saskatoon Community Engagement Policy and Public Notice Policy
- The candidates should be able to represent the policy position of the Section, Department, and City of Saskatoon with City Councillors, the public, media, external partners and clients to address complex, sensitive, and confidential issues regularly and facilitate collaborative solutions to these issues
- The candidates should be able to collaborate with the Department Director and other Section Managers to establish Department priorities and outcomes consistent with the Official Community Plan, Strategic Plan, civic strategies and department business plans
