- The candidates should have extensive experience in management consulting, strategic planning, or business analysis in the information and communication technology sector, the digital industry, the public sector, or with not-for-profit organizations
- The candidates should demonstrate expertise in managing all aspects of transformational enterprise-wide Technology projects in complex, multi-divisional environments, including budget and timeline management, scope management, timely decision-making, critical path identification, business transformation, data transformation/migration, and user experience optimization
- The candidates should possess extensive experience in providing strategic advice and adapting communications to a variety of audiences, with the ability to perform in a high-demand environment and capacity to work on competing priorities
- The candidates should have experience leading complex technology strategy and planning assignments and initiatives. They should have knowledge of research methods, techniques, and resources, as well as advanced attention to detail and analytical skills enabling them to research and review materials and provide relevant input and reports
- The candidates should be excellent communicators and team builders, skilled in planning, organization, and time management, capable of achieving results while effectively balancing a variety of stakeholder interests
- The candidates should have a cooperative approach and interpersonal abilities that will prove invaluable in establishing and maintaining effective consulting, working relationships, and a high level of trust with senior leaders, divisional clients, and vendors, using a strong customer service orientation
- The candidates should have an MBA, Project Management Professional (PMP), or PROSCI designation
Responsibilities:
- The candidates should be able to support a portfolio of diverse City programs and initiatives to achieve strategic objectives and compliance requirements
- The candidates should be able to implement detailed plans and recommend policies and procedures to improve Division performance, technology delivery, and public interest outcomes
- The candidates should be able to adeptly manage transformational projects from start to end, such as enterprise-wide technology implementations or smart city strategies, shaping and defining consulting projects with the leadership team and various committees
- The candidates should be able to conduct research and analysis, bring conclusions forward to stakeholders for strategic discussion, and contribute to the development and implementation of strategic organization design and effective management/governance systems and processes
- The candidates should be able to commit to knowledge sharing and continuous improvement, promoting organization learning and orchestrating change through corporate-wide and Technology and Innovation initiatives
- The candidates should be able to comfortably work in a highly demanding environment with many competing priorities and lead Technology Services Division, City Divisions, and ABCCs in the development, alignment, and implementation of the ModernTO technology strategy
- The candidates should be able to conduct research into industry best practices, develop and conduct surveys, workshops, and engagement opportunities, provide analytical insight to senior leaders, support the development of various change management plans, and contribute to the planning and execution of the TS Delivery Operating Model
