Requirements:

Languages: Candidates must have knowledge of the English Language
Education: Candidates should have Bachelor’s Degree in Business Administration, Finance, or related discipline
Experience: Candidates should have Minimum 8 years post designation experience in budgeting, financial analysis, forecasting, reporting, and accounting

Physical Requirements:

  • The candidates should be able to work independently and as a member of a Finance and Business Unit team
  • The candidates should possess excellent organizational and project management skills, with the ability to manage multiple tasks with competing priorities

Other Requirements:

  • The candidates should hold a Professional Accounting Designation or MBA, along with a combination of experience and education related to the requirements of the position
  • The candidates should have advanced financial systems experience, preferably within an ERP environment. Experience with financial modules of SAP would be considered an asset
  • The candidates should demonstrate strong business case analysis experience and possess a good working knowledge of generally accepted accounting principles as they relate to local government, including PSAB
  • The candidates should have advanced financial modeling and Excel skills and demonstrate advanced experience in preparing complex presentations and writing formal reports for senior management and Council
  • The candidates should have considerable experience in presenting to Senior Leaders and department stakeholders and possess advanced project management experience, strong business acumen, and the capability to link finance to the business
  • The candidates should exhibit superior critical thinking skills, with the ability to analyze complex situations and determine appropriate courses of action where there is little or no established precedent
  • The candidates should have the ability to strategically answer complex business problems through data analysis, modeling, and creative thinking and have superior verbal and written communication skills, demonstrating the ability to communicate complex financial concepts in simple terms
  • The candidates should have a proven ability to work strategically with the business, build relationships, and be a trusted business partner
  • The candidates should be able to take accountability to complete assignments and take ownership of challenges to the point of recommendation, resolution, approval, and implementation
  • The candidates should have the ability to maintain professionalism, objectivity, confidentiality, tact, and diplomacy

Responsibilities:

  • The candidates should be able to define and use logical and innovative approaches to evaluate and deconstruct accounting and business situations. Compile and link analytical information, experience, and insights using quantitative and qualitative reasoning skills
  • The candidates should be able to demonstrate understanding and application of common quantitative techniques by preparing appropriate financial analysis with fact-based assumptions to enable decision-making
  • The candidates should be able to provide input into the formation of problem-solving approaches for business situations, accurately analyze a situation based on available data or information and able to lead the problem-solving process by identifying alternatives and making recommendations
  • The candidates should be able to consistently apply working knowledge of the organization’s information systems & appropriate financial tools and systems to find, extract, and analyze data and to produce reports
  • The candidates should be able to apply basic modeling, forecasting, and planning techniques to develop forecasts with cost drivers identified and explained and present financial-related information to the General Manager of Engineering, Directors, CFO, and other stakeholders
  • The candidates should be able to support management in developing and analyzing business cases, determining the financial implications for all major decisions, ensuring value for money, return on investment, productivity and service delivery analysis, quantifying impacts on budgets and forecasts
  • The candidates should be able to review and recommend improvements to internal controls, City policies, business processes & procedures related to Engineering. Work across and consult with various business units to implement improvements. Demonstrate in-depth understanding of the organization’s business plan, immediate environment and the possible impact of events and activities on the organization; understand current role in relation to executing the business plan
  • The candidates should be able to apply common business principles to critically evaluate and accurately perform analysis, use insights to influence the views of managers and provide guidance and support, supported by facts, to influence and lead business decisions and apply decision criteria to business propositions prepared by business units
  • The candidates should be able to lead in explaining financial concepts and analysis in non-financial terms to counterparts, provide financial and budget management to support major project leads and interpret and provide forecasts and analysis that link to business unit strategy and operational performance
  • The candidates should be able to identify and address additional business partner needs as they arise. Lead, manage, and coordinate all aspects of a department’s operating and capital budget process; work with subject matter experts to provide inputs and assumptions and manage and monitor Operating & Capital budget expenditures, revenues, and recoveries
  • The candidates should be able to manage and prepare monthly, quarterly, and year-end variances analysis, forecasting and reporting; present and review results with general manager and department leads; work to identify significant risks, and recommend mitigation strategies and raise to appropriate stakeholders
  • The candidates should be able to manage and support the development of the City’s multiyear financial and business plans and forecasts, review and validate financial assumptions and models, and identify trends that impact the Department’s ability to meet budget and service delivery targets
  • The candidates should be able to lead and manage analysis of budgets, performance indicators, business plans, and ongoing financial results to enable strategic recommendations on corrective actions and comply with and administer Finance controls, policies, and procedures
  • The candidates should be able to support the City’s Service Planning process, including linking the Service Plans to performance metrics, budgets Departmental work plans, and other corporate planning processes and participate in the four-year capital planning process that supports and implements long-term capital plans
  • The candidates should be able to be responsible for building maturity in the understanding of unit cost to support the delivery of capital plan outcomes at a lower unit cost. Support and manage planning process timelines and identify opportunities for continuous improvement and standardization for the business area
  • The candidates should be able to identify and implement opportunities for process automation/streamlining and support integration with financial reporting, capital budgeting, and long-term financial planning initiatives
  • The candidates should be able to communicate budgeting policies and processes to Department FP&A and City staff; support planning processes improvement initiatives throughout the organization
  • The candidates should be able to manage FP&A projects and sub-processes. Work diligently with department stakeholders in the development of Council Reports and City Manager’s Minutes to ensure operational and strategic alignment with city objectives
  • The candidates should be able to provide and validate financial implications and funding sources, review the overall quality of the report from a strategic perspective and make recommendations for improvements and manage and oversee the implementation of Council decisions that have financial implications
  • The candidates should be able to undertake other duties/responsibilities as assigned
