- The candidates should be capable of managing relations between colleges and schools and universities
- The candidates should be able to address issues related to student access, equity, and social inclusion in colleges
- The candidates should understand the role of colleges in supporting local and regional economic, social, and cultural development
- The candidates should have expertise in applied higher education or higher vocational education and other forms of provision
- The candidates should be well-versed in other areas of policy and practice concerning colleges
