Physical Requirements:
- The candidates should have the ability to develop and deliver training sessions or arrange additional required training to fully develop both individuals and teams
- The candidates should possess strong organizational skills with the ability to multi-task and work in a deadline-driven environment
- The candidates should have the ability to implement alternative methods of service delivery and business or strategic plans
- The candidates should be able to interpret and enforce by-laws, codes, and standards, and effectively convey this information to others associated with the work
Other Requirements:
- The candidates should have specifically dealing with codes, municipal by-laws, and regulations related to electrical disciplines
- The candidates should have experience applying the Building Code to new and existing buildings
- The candidates should have experience with the Fire Code and Energy Code (Mechanical or Electrical)
- The candidates should have supervisory experience, including recruitment, work flow management, performance management, and discipline delivery
- The candidates should have experience in conflict resolution and mediation techniques, experience related to plan review of commercial development and experience using the AMANDA database
- The candidates should have a thorough knowledge of electrical construction and design related to all types of commercial, residential, or industrial construction
- The candidates should have a thorough knowledge of the Manitoba Building Code and Winnipeg Building By-law and knowledge of the Canadian Electrical Code and Winnipeg Electrical By-law and related by-laws, standards, and regulations, knowledge and understanding of the Manitoba Fire Code and Manitoba Energy Code
- The candidates should have strong problem-solving and decision-making skills and deal firmly and diplomatically with contractors, engineers, architects, elected officials, property owners, the public, and others
- The candidates should be able to communicate effectively in writing to both internal and external stakeholders and communicate verbally and effectively
Responsibilities:
- The candidates should be able to deliver plan examination services related to by-law and code compliance for the evaluation of plans for new construction, additions, and alterations, including providing assistance and advisement to the Permit Application Centre, Inspections, and Occupancy
- The candidates should be able to ensure compliance with all relevant legislation, acts, by-laws, codes, policies, and regulations related to commercial and industrial buildings by Branch staff
- The candidates should be able to research, evaluate, develop, assist in developing, support, and implement new policies, procedures, systems, and alternative methods of service delivery
- The candidates should be able to train, recruit, and coordinate with Electrical Plan Examiner P. Eng. and Plan Examiner 1/2/3, and collaborate with the Application Centre, Inspections, Occupancy, and other branches and departments
- The candidates should be able to evaluate buildings and installations, construction materials, fire safety systems, techniques, and technology to ensure compliance with by-laws and code requirements
- The candidates should be able to perform other duties and special assignments as required, consistent with this classification
